So far this event is behaving as expected. Snow came in early and at first just stuck on the grass. Many area schools made the decision to delay when the roads were wet. But the moderate snow continued to chill the pavement, so the threshold for stickage on the roads continues through daybreak. If you have snow covered roads, then that can continue through 9 AM. Then an improved.
However, another wave of rain will move in later, with icing in the northern counties between 4 PM and midnight.

This has been expanded to include Baltimore City and the completion of Howard, Harford, and Cecil Counties. Note that closer to the water of the Bay roads are likely to remain wet.

Snow may mix with sleet or rain around Baltimore and southward. Northern areas will see snow ease up by 9 AM
Second Wave: Late Day and Evening Ice
The northern zones will remain near freezing, so ice could develop later. This could affect school activities. If there is going to be a road issue, it will be after 5 PM in northern Frederick, Carroll, Baltimore, and Harford Counties in Maryland and Southern PA.
