A shift in the wind makes all the difference. This morning may start off with sun, but it is not as chilly. BWI started in the 20s over the last few mornings, but in the 40s to start today.
The easterly wind will increase our clouds, with some showers reaching Washington and northern Virginia by evening.
We get in on the rain Wednesday, but then could get a real boost of temperatures to end the work week.

A large storm will charge into the northern plains. We get the influence of the coastal Low increasing our winds from the east. That is where our clouds will build from, and eventually lead to rain.

Seasonably chilly, but not nearly as cold as the last two mornings.

Clouds build in Tuesday, with rain showers and fog Wednesday into Thursday morning.
Evening Showers (South)
As the clouds increase for most of the region this afternoon, rain showers will expand in the southern portion of our region. This may reach Annapolis and Washington by sunset, but a better chance to their south.

The wind shift from the East will be thanks to a combination of Low Pressure off the Southeast Coast and High Pressure in New England. That is what will bring in more clouds and cooler temps.
