Tropical Storm Fay has intensified in the 11 AM advisory with winds of 60 mph. It is centered just east of Delaware, where the Tropical Storm Warning was extended, and expected to cross New York City tonight. The worst may be over for Ocean City, but they had between 4 and 6 inches of rain leading to major flooding and impassable roads. (see photos below).

The pivot has been to the west, but it hitting a road block.
There will be a little more push to the west between noon and 3 PM with the main band and new showers outside the edge. Then this will all repeat as the storm heads north.
Satellite Loop
The circulation is impressive on the satellite view. The Low appears to be shifting closer to the New Jersey coast. This has helped to push the edge of the steady rain into eastern Baltimore County.
